Julissa Romero, M.B.E. received her bachelors and master's degree at the University of Texas at San Antonio. Her certifications include Bilingual Education, Reading Specialist, Special Education, Educational Diagnostician, and Administration.

An Independent Educational Evaluation (IEE) is an evaluation conducted by a qualified examiner who is not employed by the public agency responsible for the education of the child in question.


The purpose of an FIIE is to gather information about a student's academic, social, emotional, and behavioral functioning in order to determine whether they have a disability and require specialized instruction and related services. The evaluation is typically conducted by a team of qualified professionals, including teachers, psychologists, speech and language pathologists, and other specialists, who use a variety of assessment tools and strategies to evaluate the student's strengths and needs.

The results of the FIIE are used to determine the student's eligibility for special education services and to develop an Individualized Education Program (IEP) that outlines the student's educational goals, accommodations, and specialized instruction. The FIIE is an important part of the special education process and helps to ensure that students with disabilities receive the support and services they need to succeed in school.


Cognitive development is crucial to a child's overall growth and well-being. It refers to the development of thinking, problem-solving, reasoning, and language abilities, and includes the development of memory, attention, perception, and conceptual understanding.
